Prof. Sujit Choudhry and J.D. student Michael Pal have published a report, Is Every Ballot Equal? Visible Minority Vote Dilution in Canada, which examines how visible-minority votes in Canada are diluted because they are concentrated in urban areas where there are more voters per riding.

The report has been published through the Institute for Research in Public Policy (IRPP), an independent, national, nonprofit organization based in Montreal.

The report was featured in a story in the Globe and Mail on Jan. 18, 2007: "Not exactly one person, one vote".

The authors also wrote a commentary for the Hill Times summarizing their report ("Visible minority vote dilution" (PDF), January 22, 2007).
